Controlling the Airwaves: Incumbency Advantage and Community Radio in Brazil

چکیده
Direct influence over communication media is a potent resource during electoral campaigns, and politicians have an incentive to gain control of the airwaves to advance their careers. In this article, we use data on community radio license applications in Brazil to identify both the causal effect of incumbency on politicians’ ability to control the media and the causal effect of media control on their future electoral prospects. Using a regression discontinuity design, we compare city council candidates who barely won or barely lost an election, showing that incumbency more than doubles the probability of an application’s approval by the Ministry of Communications. Next, using genetic matching, we compare candidates who acquired community radio licenses before an election to similar politicians who did not, showing that a radio station substantially increases one’s vote share and probability of victory. These findings demonstrate that media control helps entrench local political power in Brazil.

Using Term Limits to Estimate Incumbency Advantages When O±ceholders Retire Strategically1
In an earlier contribution to this journal, Gelman and King (1990) propose methods of measuring the incumbency advantage that have become widely used in the literature. Recently, however, critics have argued that these measures, as well as less sophisticated measures of incumbency advantage that preceded them, su®er from a failure to consider strategic retirements that may lead to as much as a ...
متن کاملParty and Incumbency Cues in Voting: Are They Substitutes?1
A possible explanation for the rise of the incumbency advantage in U.S. elections asserts that party and incumbency are close informational substitutes. A common claim in the literature is that as the salience of partisan cues decreased, voters attached themselves to the next available piece of information – incumbency. Minnesota state legislative elections provides a unique setting for testing...
متن کاملEstimating Incumbency Advantage without Bias*
In this paper we prove theoretically and demonstrate empirically that all existing measures of incumbency advantage in the congressional elections literature are biased or inconsistent. We then provide an unbiased estimator based on a very simple linear regression model. We apply this new method to congressional elections since 1900, providing the first evidence of a positive incumbency advanta...
متن کاملThe Informational Value of Incumbency
This paper proposes an argument that explains incumbency advantage without recurring to the collective irresponsibility of legislatures. For that purpose, we exploit the informational value of incumbency: incumbency confers voters information about governing politicians not available from challengers. Because there are many reasons for high reelection rates di¤erent from incumbency status, we p...
متن کاملElectoral Selection, Strategic Challenger Entry, and the Incumbency Advantage
We study the comparative statics of the incumbency advantage in a model of electoral selection and strategic challenger entry. The incumbency advantage arises in the model because, on average, incumbents have greater ability than challengers. This is true for two reasons: high-ability candidates are more likely to win election (electoral selection) and high-quality incumbents deter challengers ...
